Whereas, The Maryland Civil War Centennial Commission has
recently taken under consideration the erection of a memorial to
the Reverend Abram Joseph Ryan; and

Whereas, Evidence has recently been presented to the Wash-
ington County Historical Association that Father Ryan was a
native of Hagerstown, Maryland; and

Whereas, The said Father Ryan (1838-1886) has been memorial-
ized in nine states and eleven cities for his poetry and his service as
a chaplain to the Confederacy during the War Between the States
and for his devotion to the nation after the conflict; and

Whereas, The said Father Ryan has achieved a prominent place
in American letters as a Maryland poet of rare ability and lyrical
charm; and

Whereas, The unique combination of spiritual and melancholic
elements produced poems well beloved by both Southerners and
Northerners alike so much so that Father Ryan has been named
the "Tom Moore of Dixie"; and

Whereas, Such poems as The Conquered Banner, The Sword of
Lee and The Lost Cause bespeak the universal sentiments of all who
participated in the War Between the States; now, therefore, be it

Resolved by the General Assembly of Maryland, That it urge the
Maryland Civil War Centennial Commission to consider the erection
of a suitable monument to honor the Reverend Abram Joseph
Ryan in Hagerstown, the city of his birth; and be it further

Resolved, That a copy of this Resolution be sent to the Secretary
of the Maryland Civil War Centennial Commission.

(Senate Joint Resolution 7)

Senate Joint Resolution urging the enactment of appropriate legis-
lation by the Congress of the United States to amend the Military
Pay Act of 1958 to equalize the retirement pay of members of the
Armed Forces of the United States.

Whereas, There is now pending before the 86th Congress of the
United States legislation, including S. 269, S. 541 and H. R. 703,
to equalize the pay of retired members of the uniformed services
who receive their retired pay under the provisions of the Career
Compensation Act of 1949; and

Whereas, The Military Pay Act of 1958, Public Law 85-422,
failed to provide for the computation of the retired pay of such
members of the uniformed services, retired prior to June 1, 1958,
