the geographic and economic importance of said highways. It is the
legislative intent that the Primary system of highways be composed
of trunk lines or main roads loading from one county seat to
another

county seat, or from one major geographical area of the State to

another major geographical area of the State. The Secondary system

of highways shall consist of feeder or connecting roads, which con-

nect with the Primary system of highways. The Director shall also
have the authority, after conferring with and seeking the advice of
the Commission, to change from time to time the designation of a
highway from the Primary to the Secondary system, or vice versa,
and to determine into which system new highways shall be placed.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

CHAPTER 242
(House Bill 293)

AN ACT to repeal and re-enact, with amendments, Sub-section (15)
(h) of Section 108 of Article 52 of the Annotated Code of Mary-
land (1957 Edition), title "Justices of the Peace", sub-title
"Number and salaries", relating to the keeping of dockets and
records of arrest and convictions and all other records in traffic
cases, by the clerks of the People's Court for Montgomery County,
and further relating to the deposit of traffic revenues and audit
of the same.

Section 1. Be it enacted by the General Assembly of Maryland,
That sub-section (15) (h) of Section 108 of Article 52 of the
Annotated Code of Maryland (1957 Edition), title "Justices of the
Peace", sub-title "Number and salaries", be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

(h) At the expiration of the term of office of the present clerks of
the trial magistrates courts for Montgomery County, and every four
years thereafter, there shall be appointed by the judges of the
People's Court a clerk for each court of the circuit; namely, one
clerk each for Rockville, Bethesda, and Silver Spring. Such clerks
shall keep all dockets of and supervise and manage the office of
said court [;]. Notwithstanding any other provision of law, the
dockets and records of arrest and convictions in traffic violations,
and all other traffic records, shall be kept by the clerks in such form
and under such plan as may jointly be agreed upon by the chief
judge of the People's Court of Montgomery County and the Depart-
ment of Motor Vehicles. Each clerk shall make proper report at
periodic intervals of all traffic convictions to the Department of
