may be provided for in the budget or otherwise made available to
the Commission.

The Commission shall cooperate with and receive the cooperation
of other State agencies, departments, boards, and commissions in
effectuating the purposes of this Article.

(b). It shall be the duty of the Commission to submit an annual
report to the Governor and to the General Assembly on or before
January 1st of each year, setting forth the results of its studies
and its recommendations, if any, for legislation.

Sec. 2. And be it further enacted, That the initial General Fund
appropriation for the Commission shall not exceed the sum of
Twenty-Five Thousand Dollars ($25,000.).

Sec 3. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are hereby repealed to the extent of any such inconsistency.

Sec. 4. And be it further enacted, That this Act shall take effect
on July 1, 1959.

CHAPTER 2
(Senate Bill 39)

AN ACT to add one new section to Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico County",
sub-title "County Commissioners", said new section to be known
as Section 22B and to follow immediately after Section 22A of
said Article, said Section 22A having been added by Chapter 897
of 1947, conferring certain additional powers upon the County
Commissioners of Wicomico County, Maryland, relating to pen-
sions for retired employees.

Section 1. Be it enacted by the General Assembly of Maryland,
That one new section be, and it is hereby added to Article 23 of the
Code of Public Local Laws of Maryland (1930 Edition), title "Wi-
comico County", sub-title "County Commissioners", said new Section
to be known as Section 22B and to follow immediately after Section
Section 22A of said article thereto and to read as follows:

22B. The County Commissioners of Wicomico County shall have
the power and authority, in their discretion, to pay any retired em-
ployee of said County who has been employed by said County for a
period of forty years or more, and who is receiving retirement bene-
fits under the provisions of any State or Federal law, where such
benefits in the aggregate are less than $125.00 per month, an addi-
tional sum not exceeding the difference between the aggregate bene-
