REPORT OF RULES COMMITTEE

Senate Bill No. 2—By Senator Gonder:

A Bill entitled "An Act to add new Sections 62A through 62H to
the Code of Public Local Laws of Garrett County (1957 Edition, being
Article 12 of the Code of Public Local Laws of Maryland), title 'Garrett
County, ' to follow immediately after Section 62 thereof, and to be under
the new sub-title 'County Business Manager'; and to repeal and re-enact,
with amendments, Section 68 and Section 501 of said Code and title,
sub-titles, respectively, 'County Commissioners' and 'Reports'; creating
the office of county business manager for Garrett County, providing for
his appointment, compensation, tenure and removal, establishing his
authority and duties, and relating generally to matters incident thereto. "

Mr. Delia, for the Rules Committee recommended Senate Bill No. 2
be re-referred to the Judicial Proceedings Committee.

Senate Bill No. 4—By Senator Weant:

A Bill entitled "An Act to repeal Section 43C of Article 7 of the
Code of Public Local Laws of Maryland (1930 Edition), title 'Carroll
County', sub-title 'County Commissioners', as said section was enacted
by Chapter 84 of the Acts of 1957, repealing an obsolete local law of
Carroll County concerning the levy of taxes during the years 1957, 1958,
1959 and 1960, for the construction of a county hospital; and to enact
a new Section 43C in lieu thereof, to stand in the place of the section
so repealed, authorizing the County Commissioners of Carroll County over
a period of four years to appropriate monies for capital expenditures
for the benefit of the Carroll County General Hospital, Inc., and further
authorizing a levy of taxes for this purpose. "

Mr. Delia, for the Rules Committee recommended Senate Bill No. 4
be re-referred to the Judicial Proceedings Committee.

Senate Bill No. 5—By Senator Weant:

A Bill entitled "An Act to repeal and re-enact, with amendments,
Sections 328C and 328D of Article 7 of the Code of Public Local Laws of
Maryland (1930 Edition), title 'Carroll County', sub-title 'Roads', as
said sections were enacted by Chapter 340 of the Acts of 1961, amend-
ing the local laws of Carroll County with respect to the acceptance,
maintenance and construction of public and private roads in order to
make changes concerning the imposition and collection of benefit assess^
ments to these laws. "

Mr. Delia, for the Rules Committee recommended Senate Bill No. 5
be re-referred to the Judicial Proceedings Committee.

Senate Bill No. 6—By Senator Phipps:

A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 10-15 of the Anne Arundel County Code (1957 Edition, being
