shall be for such number of
Delegates in each county and legislative district as previously deter-
mined under the provisions of this sub-section; and this section is
fully effective when the House of Delegates which is elected in No-
vember, 1966, has qualified and entered upon its term of office.

(e) Notwithstanding anything to the contrary in sub-sections (a),
(b), (e) and (d) of this section, during the four-year term of the
House of Delegates which is elected to office in November, 1962,
AND FOR ANY ADDITIONAL PERIOD DURING WHICH THIS
SECTION MAY BE EXTENDED each county and legislative dis-
trict as a minimum shall have the number of Delegates in the House
of Delegates that it had on January 1, 1962. For those four years,
the formula for membership in sub-section (e)
BASED UPON THE
FEDERAL CENSUS OF 1960 shall be applied as to those counties
and legislative districts for which it provides an increase in repre-
sentation, but the formula shall not be applied as to those counties
and legislative districts for which it would provide a decrease in
representation, or as to which it leaves representation unchanged.

TION (C), THE NUMBER OF ADDITIONAL MEMBERSHIPS
IN THE HOUSE OF DELEGATES, FOR WHICH NOMINATIONS
ARE TO BE MADE BY THE LOCAL CENTRAL COMMITTEES,
IS AS FOLLOWS: ANNE ARUNDEL COUNTY, 1; BALTIMORE
COUNTY, 7; MONTGOMERY COUNTY, 4; PRINCE GEORGE'S
COUNTY, 4; THIRD DISTRICT OF BALTIMORE CITY, 2; FIFTH
DISTRICT OF BALTIMORE CITY, 1.

(G) THE LOCAL CENTRAL COMMITTEE OF EACH PARTY
WAS ELECTED ON MAY 15, 1962, IN THE SEVERAL COUN-
TIES OR LEGISLATIVE DISTRICTS RESPECTIVELY, SHALL
NOMINATE PERSONS AS CANDIDATES FOR THE HOUSE OF
DELEGATES FOR THE ADDITIONAL MEMBERSHIPS HERE-
IN CREATED. THESE NOMINATIONS SHALL BE MADE
PRIOR TO AUGUST 1, 1962.
