Whereas, approximately Three Hundred Fifty Thousand Dollars
($350,000.00) in cash, plus the site of sixteen (16) acres, have been
contributed on this Center in voluntary contributions and paid by
the citizens of Wicomico County, and

Whereas, by virtue of Chapter 47 of the Laws of the General As-
sembly of Maryland (1959 Session) the said Wicomico War Me-
morial Builders, Inc. have, pursuant thereto, entered into an Agree-
ment with the County Commissioners of Wicomico County that when
said Civic Auditorium and land are free and clear of all liens, that
said land and Center will then be reconveyed unto said County Com-
missioners without consideration, and

Whereas, the Center has been widely used by the citizens of
Wicomico County during its operation and it has proven to be a
most valuable asset to Wicomico County, and

Whereas, the said Wicomico War Memorial Builders, Inc. have
executed a Deed of Trust securing the amount of Two Hundred
Thousand Dollars ($200,000.00) with interest at five per cent (5%)
per annum, said note secured by the Deed of Trust being payable
to three (3) banking corporations in the City of Salisbury, which
said Deed of Trust is a lien on the land and said Center, and

Whereas, a campaign has recently been conducted to raise by
subscription, Two Hundred Thousand Dollars ($200,000.00) to pay
off the said Deed of Trust and it now appears to those in charge of
said campaign that it will be impossible to raise the entire amount
within the foreseeable future, and

Whereas, the County Commissioners of Wicomico County, pur-
suant to Section 18 of Article 23 of the Code of Public Local Laws
of Wicomico County (1959 Edition) have leased the Center from the
owners thereof and are obligated to pay as rent therefor the interest
on said Deed of Trust, which amounts to Ten Thousand Dollars
($10,000.00) a year, which said sum the County Commissioners are
appropriating each year in their annual levying, and

Whereas, the County Commissioners deem it to the best interest
of the public of said County to levy and appropriate One Hundred
Thousand Dollars ($100,000.00) during the fiscal year of 1961-62,
said sum to be paid to the Wicomico War Memorial Builders, Inc. to
be applied by said Corporation on the payment of the principal of
the aforementioned Deed of Trust, which said payment the County
Commissioners deem will not cause an increase in the local tax rate
for said fiscal year.

Section 1. Be it enacted by the General Assembly of Maryland)
That the County Commissioners of Wicomico County are hereby
authorized and empowered to levy the sum of One Hundred Thou-
sand Dollars ($100,000.00) during the fiscal year 1961-62 and ap-
propriate the same to the use of Wicomico War Memorial Builders,
Inc., a Maryland corporation, said sum so appropriated to be ap-
plied on the payment of the principal due on a Deed of Trust exe-
cuted by the Wicomico War Memorial Builders, Inc., dated Novem-
ber 3, 1959, unto E. Dale Adkins, Jr., Stanley G. Robins and John
W. T. Webb, Trustees, and recorded among the Land Records for
Wicomico County, Maryland, in Liber J.W.T.S. No. 488, Folio 125,
