PROCLAMATION DECLARING THE RESULTS OF THE

ELECTION OF NOVEMBER 6, 1962, FOR

CONSTITUTIONAL AMENDMENTS

Whereas, the General Assembly of Maryland at its January
Session of 1961, enacted one Act proposing an amendment to the
Constitution of Maryland, to be submitted to the voters at the next
Congressional Election, to Wit: Chapter 329, proposing an optional
procedure for land acquisition in Baltimore City upon payment of the
appraised value of such property to the owner thereof or into court
and for the payment of any further sum that may subsequently be
added by a jury; and

Whereas, the General Assembly of Maryland at its February
Session of 1962, enacted four Acts proposing amendments to the
Constitution of Maryland, to be submitted to the voters at the next
Congressional Election, to wit: Chapter 6, increasing the number of
signers required on a petition to refer an Act of the General Assembly
of state-wide application to a referendum from the present required
number of 10,000 signatures to a number equal to 3% of the qualified
voters of the State of Maryland calculated upon the number of votes
cast for the office of Governor in the last preceding gubernatorial
election; Chapter 100, proposing that in procedures for land acquisi-
tion in Montgomery County estimates of the fair market value of the
property shall be made by a licensed real estate broker appointed by
the County Council; Chapter 112 proposing to increase the compen-
sation of the members of the General Assembly from $1800.00 per
annum to $3000.00 per annum and to increase the additional com-
pensation for the presiding officers of each House from $250.00 per
annum to $500.00 per annum; Chapter 121, proposing that courts of
competent jurisdiction may imprison a parent for failure to comply
with a decree for the support of an illegitimate child or children; and

Whereas, the said above recited Acts and each of them, and
Article XIV of the Constitution, provide for the submission of the
same to the legal and qualified voters of the State for their adoption
or rejection, at the election to be held on November 6, 1962; and

Whereas, at the election held on the day and date above set
forth, the said Acts and each of them were so submitted to the legal
and qualified voters of the State and from the certified copies of the
returns thereof, duly filed with me and certified to by the Board of
Canvassers at its meeting held in the State House in Annapolis,
Maryland, on November 28th, 1962, as directed by the Constitution
and Laws of the State, it appears that:

For the adoption of Chapter 329, as aforesaid, 177,558 votes were
cast, and against the adoption thereof, 107,516 votes were cast;
and

For the adoption of Chapter 6, as aforesaid, 193,840 votes were
cast, and against the adoption thereof, 124,600 votes were cast;
