(1) Director of the Department of Liquor Control; to be ex
officio and without vote.
(m) One member of the Montgomery County License Beverage
Association to be named and designated by the President of the
Montgomery County License Beverage Association; to be ex officio
and without vote.
The Commission may, by majority vote, designate additional ex
officio members as it deems necessary.
The designating official of each organization shall have the dis-
cretion to designate either the organizations previous representative
or a new representative.
In the event there is a vacancy on the Commission by reason of
the death, resignation or refusal to serve by any designee of any
official named above then the official shall name a successor for
such designee so deceased, resigning or refusing to serve. In the
event any official named above names a designee who has previously
been designated by any other official, then another person shall be
named to fill the membership on the Commission.
The functions and duties of the Commission shall include, but not
be limited to:
A study and review of legislation respecting alcoholic beverage
laws governing Montgomery County with specific reference but not
limited to: (1) the hours governing on and off sale of alcoholic
beverages in the county. (2) A study and review of the laws governing
country club licensees in the County.
The Commission shall conduct meetings in such places as it may
determine advisable; and the County Council is requested to make
available to the Commission such facilities as may be available for
The members of the Commission shall receive no compensation for
their services as such members; but the County Council is hereby
authorized and empowered to provide such clerical services as may
be necessary for recording the findings of the Commission and the
preparation of its report.
The Commission shall prepare its report and formulate its recom-
mendations concerning the subjects referred to it and submit them to
the President of the Senate, the Speaker of the House of Delegates,
the Senator from Montgomery County, the Chairman of the House
Delegation from Montgomery County, and the President of the Mont-
gomery County Council.
The present Chairman of the Study Commission shall convene the
Commission no later than April 15, 1964, and shall serve as acting
Chairman until a Chairman has been elected by the commission.
The Commission shall submit its report no later than November 1,
1964; therefore, be it further
Resolved, That the Governor of Maryland is requested to notify
the several officers and organizations listed hereinabove of the adop-
tion of this Joint Resolution requesting that they comply with its
provisions and organize and conduct the studies herein provided for
and make recommendations in accordance herewith.
