The Senators from Caroline County and Carroll County were ap-
pointed to escort the President Pro Tern to the Chair.

The Secretary then administered the oath of office to the President,
Pro Tern.

The next order of business was the election of a permanent presiding
officer.

The Hon. Frederick C. Malkus, seconded by the Hon. H. Winship
Wheatley nominated the Hon. William S. James for President.

On motion of Hon. Harry R. Hughes seconded by the Hon. James A.
Pine the nominations were closed.

The roll was then called, which resulted in the following:

Senators—

President, Alton, Bertorelli, Clark, Curran, Dean, Derr, Dorf, Graham, Gude, Hall,
Hepbron, Hodges, Hughes (G.), Hughes (H.), Mach, Malkus, Nock, North, Parran,
Phoebus, Pine, Raley, Roney, Sanford, Snyder, Weant, Welcome, Wheatley—Total 29.

The Hon. William S. James was unanimously elected President of
the Senate.

The Senators from Prince George's and Calvert Counties, were ap-
pointed to escort the President to the Chair.

The President delivered a short address upon taking the Chair.

Resolved, That the following shall be desk officers for the Extra-
ordinary Session, November 6, 1964:

Secretary—J. Waters Parrish of Baltimore County
Assistant Secretary—James C. Robbins of Harford County
Journal Clerk—Oden Bowie of Prince George's County
Assistant Journal Clerk—Upshur C. Stevenson of Talbot County
Reading Clerk—Donald Hurwitz of Baltimore City
Sergeant-at-Arms—Tilghman Rhodes of Queen Anne's County
Chief Page—Paul G. Hartman of Baltimore City
Postmaster—Angeio Bounelis of Anne Arundel County

Which was read and adopted by yeas and nays as follows:
