1608                            JOINT RESOLUTIONS

Be it further resolved, That if Congress shall have proposed an
amendment to the Constitution identical with that contained in this
resolution prior to June 1, 1965, this application for a convention shall
no longer be of any force or effect; and be it further

Resolved, That the Secretary of the State of Maryland is directed to
send duly attested copies of this Resolution under the Great Seal of
the State of Maryland to the Secretary of the Senate of the United
States, the Clerk of the House of Representatives of the United States,
and each member of the Congress from the State of Maryland.

(House Joint Resolution 14)

House Joint Resolution endorsing the nomination of Francis Scott
Key to The Hall of Fame for Great Americans at New York

Whereas, On the 14th of September, 1814, Francis Scott Key,
after a night of vigil and dreadful suspense, during the British
bombardment of Fort McHenry, wrote "The Star Spangled Banner";

Whereas, This song, praising the patriots who fought to preserve
American freedom, epitomizes the patriotic spirit and the ideals of
this Nation; and

Whereas, The Congress of the United States has designated "The
Star Spangled Banner" as the National Anthem of the United States
of America by an Act which was approved in 1931 by President
Herbert Hoover; and

Whereas, National Anthem Day, which was proclaimed by the
State of Maryland under JR 11 of the General Assembly of 1964,
is being increasingly observed each year on the 14th of September
to celebrate the anniversary of the birth of the Nation's song of
victory; and

Whereas, A nation-wide movement, inaugurated by members
of the National Society of the Daughters of the American Revolu-
tion, is now under way to secure greater appreciation for our Na-
tional Anthem and greater honor for the poet who wrote it; and

Whereas, Francis Scott Key has been nominated by the Francis
Scott Key Memorial Foundation of Frederick, Maryland, for a place
in the Hall of Fame for Great Americans at New York University,
and the Electors of the Hall of Fame will vote upon the candidates
for the Hall of Fame at the quinquennial election in 1965; and

Whereas, The Honorable J. Millard Tawes, Governor of the State
of Maryland, has issued a statement enthusiastically endorsing the
