SPECIAL SESSION OF MARCH 11, 1964
CHAPTER 29—Statewide Referendum

I, Lloyd L. Simpkins, Secretary of State of the State of
Maryland, pursuant to the direction contained in Section 172 (c)
of Article 33 of the Annotated Code of Maryland, (1957 Edition),
Do Hereby Certify, that at the General Election held in the State of
Maryland on November 3, 1964, an Act known as Chapter 29 of the
Acts of the Special Session of March 11, 1964, was submitted to the
voters of the State of Maryland pursuant to the provisions of Article
XVI of the Constitution of the State of Maryland, said Act being as
follows:

AN ACT to repeal and re-enact, with amendments, Section 11 of
Article 49B of the Annotated Code of Maryland (1963 Supple-
ment), title "Interracial Commission," subtitle "Discrimina-
tion in Public Accommodations"; AND TO ADD NEW SEC-
TION 11A TO THE SAID ARTICLE AND SUBTITLE OF
THE CODE TO FOLLOW IMMEDIATELY AFTER SEC-
TION 11 THEREOF; to repeal Section 16 of said Article,
subtitle "Enforcement Powers of the Commission"; amending
the laws concerning discrimination in certain forms of public
accommodations in this State and also the laws concerning
the enforcement powers of the Interracial Commission.
CLARIFYING THE APPLICATION OF THE LAW CON-
CERNING PUBLIC ACCOMMODATIONS; AND PRO-
HIBITING THE RECEIVING OF REMUNERATION BY
PERSONS FOR PARTICIPATION IN RACIAL DEMON-
STRATIONS AND PROVIDING PENALTIES FOR VIOLA-
TIONS; AND TO REPEAL SECTION 2 OF CHAPTER 227
OF THE ACTS OF 1963, AND SECTION 2 OF CHAPTER
228 OF THE ACTS OF 1963, REPEALING PRESENT
PROVISIONS FOR A REFERENDUM ELECTION ON THE
EFFECT OF THESE SUBTITLES IN CARROLL COUNTY.

and I DO certify that at said election 342,715 votes were cast in
favor of the adoption of Chapter 29 of the Acts of the Special Session
of March 11, 1964, and 301,505 votes were cast against adoption of
said Chapter 29 of the Acts of the Special Session of March 11, 1964,
the said Act has therefore been ratified by a majority of the quali-
fied voters of the State of Maryland.

In Testimony Whereof, I have hereunto subscribed my
name and affixed my official seal at the City of
Annapolis, this 1st day of December, 1964.
