on insurance policies as defined [is] in subsection (a) (5) of this
section, issued to them where the insurer has become insolvent or
unable to meet its insurance obligations. The Commissioner shall
have, as of the date of insolvency of such insurer or as of the date
of its inability to meet its insurance obligations, only the rights
which such insurer would have had if it had not become insolvent
or unable to meet its insurance obligations. For the purposes of
this section the Commissioner shall have power to employ such coun-
sel, clerks and assistants as he may deem necessary.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1966.

CHAPTER 80
(House Bill 201)

AN ACT to repeal and re-enact, with amendments, Section 118 of
the Code of Public Local Laws of Cecil County (1961 Edition, being
Article 8 of the Code of Public Local Laws of Maryland), title
"Cecil County," subtitle "County Commissioners," as last amended
by Chapter 77 of the Acts of 1965, to increase the amounts of
money appropriated annually by the County Commissioners of
Cecil County for fire companies in the county.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 118 of the Code of Public Local Laws of Cecil County
(1961 Edition, being Article 8 of the Code of Public Local Laws of
Maryland), title "Cecil County," subtitle "County Commissioners," as
last amended by Chapter 77 of the Acts of 1965, be and it is hereby
repealed and reenacted, with amendments, to read as follows:

118. Volunteer fire companies; appropriations.

The County Commissioners of Cecil County are hereby directed to
levy, on the assessable property in Cecil County, annually, the sum of
[Thirty-four Thousand Six Hundred Dollars ($34,600.00)] Thirty-six
Thousand One Hundred Dollars ($36,100.00)
for the purpose of assist-
ing in the maintenance and operation of the nine volunteer fire com-
panies in Cecil County, in the following amounts; provided, that in
order to be eligible for any of the following amounts, each of the said
nine volunteer fire companies named herein shall meet the minimum
specifications and standards for approval laid down by the Harford
and Cecil County Volunteer Firemen's Association.

Cecilton Fire Company, Inc., $3,100. Hack's Point Fire Company,
$2,400. Charlestown Fire Company, Inc., $3,000 and $500. for the
ambulance.
Chesapeake City Fire Company, $3,200. and $1,000. for
the ambulance. Singerly Fire Company of Elkton, $4,200. for opera-
tion and maintenance and $1,000. for the ambulance. North East Fire
Company, $3,600. and $1,000. for the ambulance. Community Fire
Company of Perryville, $2,900. and $1,000. for the ambulance. Water
