ment's participation at 90% in the cost of the Economic Opportunity
Act of 1964 and the local governments' sharing at 10%.

Whereas, The Federal Congress has passed the Economic Oppor-
tunity Act of 1964 to aid communities in the elimination of poverty
on a participating basis; and

Whereas, The present local share requirement is 10% and the
Federal Government's participation is 90%; but the ratio is sched-
uled to change to a 50-50 basis after August 20, 1966; and

Whereas, The local subdivisions of the State scheduled to contri-
bute the 50% to the program after August 20, 1966, are those commu-
nities which are most in need of aid, and also are the areas having
few and small resources to meet their share of the cost; and

Whereas, The funds provided to implement the Federal Economic
Opportunity Act of 1964 are designed to aid low-income groups
through emphasis on childhood development, remedial education,
and job training and job replacement; and

Whereas, This program holds promise of alleviating many of the
social and economic problems of the State that will in the end lessen
costs for welfare, crime, and juvenile delinquency; now, therefore,
be it

Resolved by the General Assembly of Maryland, That the Con-
gress of the United States is urged to consider legislation necessary
to extend, beyond August 20, 1966, the participation of the Federal
Government at 90% of the cost of the operation of the Economic
Opportunity Act of 1964, and the local governments' participation
therein at 10%; and be it further

Resolved, That copies of this resolution are sent to each member of
the Maryland Delegation in the Congress of the United States, with
the request that they support this legislation; and be it further

Resolved, That copies of this resolution also be sent to the Vice-
President of the United States, as presiding officer in the Senate of
the United States, and to the Speaker of the House of Representa-
tives, in the Congress of the United States.

Senate Joint Resolution expressing appreciation to the Hospital Coun-
cil, Dr. Russell Nelson, and the Committee on Taxation and Fiscal
Matters for their study and progress on the subject of in-patient
hospital costs.

The members of the General Assembly of Maryland wish to express
their appreciation for progress made and contributions of time and
effort in the study of in-patient hospital costs by the Committee on
Taxation and Fiscal Matters.
