31, 1967, WITH NO FURTHER ACTION REQUIRED BY THE GEN-
ERAL ASSEMBLY, EXCEPT THAT SUMS DUE AS OF THAT
DATE FOR THE SAID TWO THOUSAND DOLLARS PER MONTH
PAYMENTS SHALL BE PAID OVER TO THE GENERAL FUNDS
OF THE STATE AFTER THAT TIME, AS IF THIS SECTION HAD
NOT AUTOMATICALLY EXPIRED.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT IS
HEREBY DECLARED TO BE AN EMERGENCY MEASURE AND
NECESSARY FOR THE IMMEDIATE PRESERVATION OF THE
PUBLIC HEALTH AND SAFETY AND HAVING BEEN PASSED
BY A YEA AND NAY VOTE SUPPORTED BY THREE-FIFTHS OF
ALL THE MEMBERS ELECTED TO EACH OF THE TWO HOUSES
OF THE GENERAL ASSEMBLY, THE SAME SHALL TAKE EF-
FECT FROM THE DATE OF ITS PASSAGE.

CHAPTER 2
(Senate Bill 52)

AN ACT to add new Section 135 (e) to the Code of Public Local
Laws of Cecil County (1961 Edition, being Article 8 of the Code
of Public Local Laws of Maryland), title "Cecil County", subtitle
"County Treasurer", to follow immediately after Section 135 (d)
thereof, to provide for the filling of a vacancy in the office of
County Treasurer in Cecil County, and relating to the procedure
for filling the vacancy.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 135 (e) be and it is hereby added to the Code of
Public Local Laws of Cecil County (1961 Edition, being Article 8 of
the Code of Public Local Laws of Maryland), title "Cecil County",
subtitle "County Treasurer", to follow immediately after Section
135 (d) thereof, and to read as follows:

135.

(e) In the case of the death, resignation, removal or otherwise of
the treasurer of the county, the Governor of Maryland, within thirty
days after the vacancy was created, shall appoint a person to fill the
vacancy for the remainder of the unexpired term. The appointee shall
be appointed on the recommendation of the State Central Committee
for the county of the party of the person causing the vacancy; and
shall be subject to confirmation by the Senate of Maryland. The ap-
pointee shall take the oath of office prescribed by the Constitution
and shall execute the bonds required by this section.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.
