Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 4
(Senate Bill 104)

AN ACT to add new Section 377A to Article 18 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Queen Anne's
County", subtitle "Roads Board", to follow immediately after
Section 377 thereof, as added by Chapter 418 of the Acts of 1959;
to provide for the general powers of the Roads Board of Queen
Anne's County over roads, highways, bridges, and related struc-
tures, water courses, public landings and other facilities in the
County, including the power of condemnation, the power to adopt
rules and regulations, to enter into contracts and all other neces-
sary things in connection with public roads and highways in the
County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 377A be and the same is hereby added to Article
18 of the Code of Public Local Laws of Maryland (1930 Edition),
title "Queen Anne's County", sub-title "Roads Board", to follow
immediately after Section 377 thereof, as added by Chapter 418 of
the Acts of 1959, and to read as follows:

377A.

Anything in this subtitle or in law to the contrary notwithstand-
ing, the County Roads Board shall have full power and authority in
every respect over the public roads, bridges, draws, water courses,
public landings, disposal areas, culverts, fences and curbing and gut-
tering in the county, including the power of condemnation now or
hereafter available to the County Commissioners of Queen Anne's
County, Maryland, under any public general or public local laws,
including the power to make all rules and regulations necessary to
carry out the provisions of this subtitle, to make contracts, to deal
with employees, to purchase, lease and rent and use all necessary
buildings, land and equipment.

Sec. 2. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
