registration plates issued and five dollars ($5.00) for each additional
plate issued such trailer dealer. Such plates to be interchangeable as
in the case of dealers in motor vehicles.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 516
(Senate Bill 516)
AN ACT to create a State Youth Board to consider and report on
legislation for the prediction and prevention of juvenile delin-
quency. AND PROVIDING FOR THE ABOLITION OF THIS
BOARD.
Section 1. Be it enacted by the General Assembly of Maryland,
That a State Youth Board is hereby created. Members of the Board
shall be appointed by the Governor and shall serve for the duration
of the work of the Board. Members of the Board shall be selected
from outstanding sociologists, psychiatrists, PSYCHOLOGISTS,
judges, and criminologists and other interested persons, at least
fifteen in number.
. The duties of the Board shall be: (1) To consider methods for the
predicting of juvenile delinquency in individuals and for the early
detection of tendencies toward juvenile delinquency in individuals,
with particular attention to the theories of Drs. Sheldon and Elinor
Glueck of Harvard University and to other theories based on neigh-
borhood and other objective factors. The Board shall evaluate these
such theories in the light of its knowledge and experience with test-
ing in other jurisdictions.
(2) The Board shall consider measures both of educational and
neighborhood improvement and individualized therapy aimed at the
prevention of juvenile delinquency.
(3) The Board shall consider whether legislation is needed to ac-
complish these objectives or for a pilot project in this area, in the
light of its evaluation of the aforesaid theories and the overwhelming
fiscal and social benefits accruing from the prevention of criminality
as opposed to correction after the fact.
(4) The Board shall report its specific conclusions and recommen-
dations to the General Assembly of 1967.
Members of the Board shall serve without compensation but shall
be reimbursed for expenses necessarily incurred and for required
clerical or secretarial help. Funds for such purpose shall be provided
from available contingent funds.
