SPIRO T. AGNEW, Governor                     1743

Whereas, As with any large scale endeavor, unscrupulous and
illegitimate individuals and organizations have set themselves up to
reap personal benefit from the public's charitable consciousness; and

Whereas, The public is entitled to honest and fair reporting of
how the charitable dollar is spent and is further entitled to assurance
that the funds are directed toward legitimate ends; and

Whereas, The legitimate charitable organizations have themselves
recognized the magnitude of this problem and their public responsi-
bility—to wit—the development by the National Social Welfare
Assembly and the National Health Council of a uniform accounting
system; and

Whereas, The State of Maryland has also recognized its responsi-
bility by enacting a charitable solicitations law, which, when enacted,
represented the best thinking of the time, but which has since proven
to be a weak law, not accomplishing its intended purposes and not
giving the charitable organizations the supervision all see the neces-
sity for and the public the assurance it requires; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a Commission to study the entire
question of the State's role in the regulation and supervision of
charitable solicitation; the Commission to consist of not more than
fifteen members, including five representatives from the charitable
organizations (a representative of health and health related agencies,
a representative of social welfare agencies, a representative of re-
ligious organizations, a representative of the united fund, and a
representative of hospital and educational fund raising agencies),
five interested citizens who shall be unaffiliated with any existing
charitable organization in a leadership role, and five members of the
General Assembly; and be it further

Resolved, That the findings and recommendations of this study,
including proposed legislation, be submitted to the Legislative Coun-
cil and Governor on or before November 1, 1967; and be it further

Resolved, That a copy of this Resolution is sent to the Governor
of Maryland.

House Joint Resolution to promote an awareness of the objectives
and findings of the Workshop and Rehabilitation Facility Plan-
ning being currently conducted by the Division of Vocational
Rehabilitation of the State Department of Education in coopera-
tion with other State and community rehabilitation oriented
organizations.
