the General Assembly adopt a Resolution calling for an in-depth
study of the Maryland Sales and Use Taxes with thorough investiga-
tion of such aspects as equity, economic effects, compliance and ad-
ministration"; and

Whereas, The General Assembly considers such a study to be of
vital importance; now, therefore, be it

Resolved by the General Assembly of Maryland, That a committee
be created to conduct an in-depth study of the Maryland Sales and
Use Taxes, the Admissions Tax, and other related taxes, with the
objectives set forth above from the Report of the Joint Legislative-
Executive Committee to Study Taxation and Fiscal Problems; that
the Committee shall be composed of eleven persons, four of whom
shall be appointed by the President of the Senate from the member-
ship of the Senate, four of whom shall be appointed by the Speaker
of the House of Delegates from the membership of that body, and
three of whom shall be appointed by the Governor; and that the
President of the Senate and the Speaker of the House of Delegates
shall designate the Chairman of the Committee; and be it further

Resolved, That the Committee shall report to the Governor and to
the Legislative Council with any proposed legislation prior to the
1969 Session of the Maryland General Assembly.

(House Joint Resolution 95)

House Joint Resolution requesting the appointment of a committee
to study the feasibility of establishing tax incentives for the
construction of waste treatment facilities.

Whereas, The Ways and Means Committee has reported favor-
ably on House Bills 902 and 903 establishing a Comprehensive Water
Pollution Control Program and authorizing a bond issue of $129
million for water pollution control; and

Whereas, House Bill 903 as introduced contained property and
sales tax exemptions for industrial waste treatment facilities; and
the Ways and Means Committee has amended the Bill to eliminate
such exemptions; and

Whereas, The General Assembly believes it may be appropriate
to provide incentives in some form for the construction of industrial,
commercial, and agricultural waste treatment facilities, and that
a comprehensive study is needed to make recommendations whether
such incentives are needed and, if so, what form they should take;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor, the President of the Senate, and the Speaker of the House of
Delegates be and hereby are requested to appoint a committee for
