Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 802
(House Bill 1203)

AN ACT to add new Section 543 to the Charter and Code of Public
Local Laws of Baltimore City (1949 Edition, being Article 4 of the
Code of Public Local Laws of Maryland), title "Baltimore City,"
subtitle "Police Department of Baltimore City," to follow immedi-
ately after Section 542 thereof, as last amended by Chapter 203 of
the Acts of 1966, providing for a minimum number of holidays
per year for members of the Baltimore City Police Department.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 543 be and it is hereby added to the Charter and
Code of Public Local Laws of Baltimore City (1949 Edition, being
Article 4 of the Code of Public Local Laws of Maryland), title "Balti-
more City," subtitle "Police Department of Baltimore City," to fol-
low immediately after Section 542 thereof, as last amended by Chap-
ter 203 of the Acts of 1966, and to read as follows:

543.

All members of the Police Department shall, in addition to their
scheduled leave time and vacation, be entitled to thirteen (13) days

holiday leave per year, or fourteen (14) days holiday leave during

a year of general or congressional elections. HOLIDAY LEAVE FOR
THE SAME NUMBER OF HOLIDAYS ANNUALLY AS IS PRO-
VIDED FOR OTHER MUNICIPAL EMPLOYEES FROM TIME
TO TIME. Holiday leave may be taken by a member at the rate of
one day per month or may be accumulated, but no holiday leave
earned during one calendar year may be carried beyond thirty (30)
days of the following calendar year.

SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal Section 380 of Article 43 of the Annotated Code
of Maryland (1968 Supplement), title "Health," subtitle "Optom-
etry," and to enact a new Section 380 in lieu thereof, to stand in
