(Senate Joint Resolution 14)

Senate Joint Resolution requesting that the Legislative Council study
the relationship between crime and drug use and consider the
possibility of having the State Health Department administer
various new drug substitutes to drug addicts.

Whereas, There is increasing concern in our State over the rising
crime rate; and

Whereas, It has been suggested that the use of dangerous drugs
and narcotics is on the increase; and

Whereas, It would appear that the increase in the crime rate is
at least partially attributable to those who use dangerous drugs and
narcotics; and

Whereas, It is reported that organized crime is a major supplier
of dangerous drugs and narcotics; and

Whereas, There are reported to be various new drug substitutes
which may help to relieve some of the problems of those addicted
to dangerous drugs or narcotics; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Legis-
lative Council study the relationship between narcotic and dangerous
drug use and crime; and be it further

Resolved, That the Legislative Council, before the start of the
1970 Session, report to the General Assembly with recommendations
for specific steps to be taken either by legislative or administrative
action.

(Senate Joint Resolution 22)

Senate Joint Resolution commending and congratulating Mr. Russell
S. Davis for his notable contributions to the progress and welfare
of the State of Maryland.

The members of the General Assembly of Maryland commend and
congratulate Russell S. Davis for an outstanding record of public
achievements in this State.

As of the end of 1968, Mr. Davis has left the public service of
this State and his position as the State Commissioner of Personnel.

For 32 years Mr. Davis has served the people of Maryland with
distinction. His public service career began in December 1936 when
he was appointed an original member of the Maryland Unemploy-
ment Board by the Board of Public Works, which consisted of
