Delegate Houck, duly seconded, moved to elect Hon. William Evans,
of Baltimore County, Speaker Pro-tem, for the Special Session.

The roll was called on the above motion, and the Chief Clerk declared
William Evans as Speaker Pro-tem.

William Evans was administered the oath of office of Speaker Pro-tem
by the Chief Clerk of the House of Delegates.

The Speaker Pro-tem administered the oath of office to the following
delegate: Richard M. Laws of Wicomico County.

The Speaker Pro-tem announced the election for Speaker of the House
of Delegates.

Hon. William Houck, duly seconded, moved to elect the Hon. Thomas
H. Lowe, Speaker of the House of Delegates, for the Special Session.

There being no other nominations, the Speaker Pro-tem announced
the election of the Hon. Thomas Hunter Lowe.

The Speaker Pro-tem administered the oath of office to the Hon.
Thomas Hunter Lowe, as Speaker of the House of Delegates for Special
Session of December 16, 1969.

Chief Clerk and Journal Clerk of the House. The Chief Clerk of the
House is James P. Mause, pursuant to the provisions of Section 76A of the
Rules of the House of Delegates.

The Journal Clerk of the House is Charles Hurley Cox, pursuant to
Section 78A of the Rules of the House of Delegates.

MESSAGE TO THE SENATE
House of Delegates

Annapolis, Md., December 16, 1969.
By the Speaker:
Ladies and Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's proclamation, has
met in Special Session and having organized by the election of the Honor-
able Thomas Hunter Lowe, Speaker and, under the Rules of the House,
Mr. James P. Mause, Chief Clerk is now ready to proceed with the business
of the session.

We respectfully propose, with your concurrence, the appointment of a
joint committee of five members, three on the part of the House and two
on the part of the Senate, to wait upon the Governor and inform him that
the General Assembly is now organized and prepared to receive any com-
munications he may desire to make.
