(b) It shall be unlawful to have in possession on the Flats any
gun of larger bore than 10 gauge.

[169.] (c) [It shall be unlawful to kill wild waterfowl on the
Flats in excess of the bag limit prescribed by the Commission.] It

shall be unlawful for any gunning rig with more than four hunters

in any one day to kill or have in possession more than the bag limit

prescribed by the Department for four hunters. Any officer charged
with the duty of enforcing the law shall nave free access to all gun-
ning rigs and any gunning rigs that shall have on board more than
the prescribed bag limit shall be removed at once from the Flats and
not allowed to return during three gunning days and the gunners
shall be subjected to such additional fines and penalties as are here-
inafter set forth or otherwise provided by law. [It shall be unlawful
for any gunning rig in any one day to kill or have in possession more
than the bag limit prescribed by the Commission for four hunters.]

[172. The clerk of the Circuit Court for Harford County and the
clerk of the Circuit Court for Cecil County and the clerk of the
Circuit Court for Worcester County upon the application of any
resident of the State of Maryland being the owner of any gunning
rig such as allowed by the provisions of this subheading to be used
and employed in shooting at wild waterfowl therefrom, shall grant
a license under the seal of court to such applicant to gun after and
shoot at waterfowl from such gunning rig in the area herein de-
scribed as the Flats and the waters of Worcester County as set forth
in Section 151(a) upon the days herein designated the legal gunning
days.]

[173.

(a) Every applicant before obtaining such license shall pay to
the clerk of the circuit court to whom he may apply for the same
the following rates, namely: For a sneak boat, five dollars ($5.00),
for each and every gunning season as defined herein, and in addition
to the moneys received from licenses aforesaid the clerk of the court
shall collect and retain in lieu of all other compensation the sum of
fifty cents (50¢) for issuing each license. Said license shall not be
transferable and if used on any sneak boat other than the one for
which it was issued said license shall be confiscated and the person
to whom it was issued prosecuted for violation of this subheading.
Said license shall only be valid during the legal open season for hunt-
ing wild waterfowl, and it shall be the duty of every person obtaining
a license to exhibit the same whenever called upon by any officer of
this State or any other person who shall demand to see the same.

Each and every applicant for such license shall make oath before
the clerk or the court authorized to issue the same that he is a bona
fide resident of this State and that he will not employ on a gunning
rig any person except a bona fide resident of this State and that he
will comply with all the provisions of the law regulating the hunting
