(Senate Joint Resolution 81)

Senate Joint Resolution to impose a moratorium on the construc-
tion of a senior high school on parcel 2 in the City of Greenbelt
until the Prince George's County Board of Education has ex-
plored alternate sites with the Mayor and City Council of the
City of Greenbelt.

Whereas, The Prince George's County Board of Education pro-
poses to construct a senior high school on parcel 2 in the City of
Greenbelt, and

Whereas, The proposed site for this new facility may have an
adverse effect on the character of the neighborhood, and

Whereas, There appears to be alternate sites available which
would reduce the impact on the City of Greenbelt, now therefore

Be it Resolved by the General Assembly of Maryland, That a
moratorium be and is hereby declared on the construction of a
senior high school on parcel 2 in the City of Greenbelt until the
Prince George's County Board of Education, as it is now consti-
tuted, has explored with the Mayor and City Council of the City
of Greenbelt all other alternate sites.

(House Joint Resolution 91)

House Joint Resolution requesting the Governor to instruct the State
Planning Commission to aid in
acquiring a site and to instruct the
Secretary of Health to seek DIRECT THE COMPREHENSIVE
HEALTH PLANNING AGENCY TO ASSIST THE COMMUN-
ITY OF LAUREL IN ACQUIRING A SITE AND IN OBTAIN-
ING financial aid for the construction of a non-profit community
hospital in the greater Laurel-Beltsville area.

Whereas, The Laurel area has grown tremendously in population
during the last few years and the population will continue to increase;
and

Whereas, This area encompasses the counties of Prince George's,
Montgomery, Anne Arundel and Howard; and

Whereas, There are no hospital facilities in this community having
approximately 100,000 people; and

Whereas, The need has been greatly demonstrated for a general
hospital in the community; and

Whereas, A 1968 study indicated that the Laurel-Bowie area
should have a 280-bed general hospital by 1970, with provisions for
expansion to 560 beds by 1980; and

Whereas, The draft of the fiscal year 1970 annual revision to the
Maryland State Medical Facilities Survey and Plan shows a need
