Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 240
(Senate Bill 382)

AN ACT to add new Article 33B to the Annotated Code of Maryland
(1957 Edition, 1967 Replacement Volume) said Article to be titled
"Environmental Service" to follow immediately after Article 33A
of said Annotated Code; to provide for the creation of a body
politic and corporate to be known as the "Maryland Environmental
Service" said body politic to provide Statewide waste purification
and disposal services; to provide for the officers of the Service and
the Board of Directors thereof; to provide for the staff of said
Service; to provide that the Attorney General of Maryland be the
legal advisor for the Service; to establish the powers of the Service
and to provide for the creation of Service Regions to be established
for projects of waste water purification and solid waste disposal;
to provide for the corporation to issue bonds for its projects and

to empower the Service to also issue interim receipts for ISSU-

ANCE AND SALE OF REVENUE BONDS BY THE SERVICE
TO FINANCE ITS PROJECTS AND GENERALLY RELATING
TO THE AUTHORITY AND CONDITIONS UNDER WHICH
REVENUE BONDS, temporary bonds as well as bond anticipa-
tion notes; to authorise MAY BE ISSUED AND SOLD, IN-
CLUDING AUTHORIZING the Service to fix, revise, charge and
collect rentals, rates, fees or other charges for services furnished;
to provide that REVENUE bonds issued by the Service shall
not be deemed to constitute a debt of the State or a pledge
of the full faith and credit of the State; to provide for arbitra-
tion by the Public Service Commission in certain instances when
the Service and a municipality or person shall fail to reach
agreement on rates, fees, or other charges to be exacted by the
Services; to provide that any municipality or person violating the
act as well as any rule or regulation promulgated by the Service
shall be deemed guilty of a misdemeanor, and providing for a fine
for said violation; and to provide for judicial review; and relating
generally to the creation of the Maryland Environmental Service.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Article 33B be added to the Annotated Code of Mary-
land (1957 Edition and 1967 Replacement Volume), title "Environ-
mental Service," to follow immediately after Article 33A of said
Code, and to read as follows:

1. Legislative intent.

To assist with the preservation, improvement, and management of
the quality of air, land, and water resources, and to promote the
health and welfare of the citizens of the State, it is the intention
of the General Assembly in enactment of this Article to exercise the
powers of the State of Maryland to provide for dependable, effective,
