RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Police Commissioner of Baltimore City is requested to establish the Complaint
Evaluation Board as a permanent agency of the Department and to appoint two
members of the community at large to the Board; and be it further

RESOLVED, That the Commissioner allow the complaining parties the
opportunity to appear before the Complaint Evaluation Board and present their
complaint; and be it further

RESOLVED, That the Commissioner report to the Baltimore City Delegation
on the status of this request by September 1, 1973; and be it further

RESOLVED, That copies of this Resolution be sent to the Governor, State
House, Annapolis, Maryland; to Commissioner Donald P. Pomerleau, Police
Headquarters, Baltimore, Maryland 21202; and to Mayor W. Donald Schaefer,
City Hall, Baltimore, Maryland 21202.

House Joint Resolution requesting the Mayor of the City of Baltimore to study the
State's Attorney's Office in Baltimore with regard to positions, salaries and
equalization of comparable professional tasks and submitting the
recommendations of the study to the Board of Estimates for appropriate action.

WHEREAS, The prosecution of crime in a highly populated urban area is an
extremely difficult task calling for the most exceptionally qualified talent; and

WHEREAS, To attract and retain highly qualified and skilled persons in the
State's Attorney's Office, it is necessary to pay a comparable salary to persons in
positions of equal difficulty and responsibility; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Mayor of Baltimore initiate a study of the duties and responsibilities of the State's
Attorney and his deputy State's Attorneys in an effort to determine a fair
reasonable salary for these individuals which would take into account the salaries
of individuals with comparable professional tasks; and be it further

RESOLVED, That copies of this Resolution be sent to the Mayor of the City
of Baltimore; the President of the Baltimore City Council; the Comptroller of
Baltimore, c/o City Hall, Baltimore, Maryland 21201; the State's Attorney Milton
Allen, Court House, Baltimore, Maryland 21201.
