District 16—Dorchester, Wicomico and Somerset Counties

Forty-two Senators having answered to their names, the Secretary
announced that a quorum being present, the Senate of Maryland, 1973
Special Session, is now ready for the transactions of business.

ORDER

On motion of Senator Snyder it was ordered that Senator Mason be
excused from today's Session on account of important business.

ELECTION OF PRESIDING OFFICER

The first order of business was the election of a temporary presiding
officer.

The Honorable James A. Pine nominated the Honorable Mary L. Nock
as temporary presiding officer, which nomination was seconded by the
Honorable James F. Clark. There being no further nominations, the
Honorable Mary L. Nock was unanimously elected temporary presiding
officer, by those present.

The Honorable J. Joseph Curran and the Honorable James A. Pine
were appointed to escort the President Pro Tern to the Chair.

The Secretary of the Senate then administered the oath of office to
the President Pro Tem.

The next order of business was the election of a permanent presiding
officer. This election was presided over by the President Pro Tem of the
Senate.

The Honorable Steny Hoyer, seconded by the Honorable Roy N. Staten,
nominated the Honorable William S. James for President.

On motion of the Honorable Joseph Bertorelli, seconded by the Honor-
able Charles Smelser, the nominations were closed.

The roll was then called, which resulted in the following:

Mrs. Abrams, Bailey, Bauman, Bertorelli, Bishop, Blount, Boyer, Bozick, Byrnes,
Clark, Conroy, Coolahan, Crawford, Curran, Dalton, Emanuel, Finney, Goodman, Hall,
Hodges, Hoyer, Lapides, Lipin, Malkus, McGuirk, Mrs. Nock, Pascal, Pine, Mrs. Schwein-
haut, Smelser, Snyder, Staszak, Staten, Steers, Steinberg, Stone, Thomas, Mrs. Welcome,
Wilson.                                                                                                         Total—39

Negative—None

The Honorable William S. James was elected President of the Senate
unanimously.

The Honorable George Snyder and the Honorable Edward T. Hall were
appointed to escort the President to the Chair.

MESSAGE FROM THE HOUSE OF DELEGATES

The Chief Clerk of the House of Delegates appeared and delivered
