LAWS OF MARYLAND

[Ch. 364

MADE AVAILABLE TO INMATES OF EACH COMMUNITY CORRECTION
CENTER. THE PURPOSE OF THESE SERVICES ARE TO ASSIST AN
INMATE TO IMPROVE HIS EDUCATION, UPGRADE HIS VOCATIONAL
SKILLS, OBTAIN SUITABLE EMPLOYMENT, STRENGTHEN HIS
RELATIONSHIPS TO HIS FAMILY AND COMMUNITY, IMPROVE HIS
PHYSICAL AND MENTAL HEALTH, AND REDUCE ANY TENDENCY TO
ABUSE ALCOHOL OR DRUGS. THE PROGRAMS MAY PROVIDE
APPROPRIATE COUNSELING, INSTRUCTION, SUPERVISION AND
MEDICAL AND PSYCHOLOGICAL TREATMENT AS IS NECESSARY TO
HELP THE INMATE ACHIEVE A STABLE AND PRODUCTIVE ROLE IN
SOCIETY. THE DIVISION OF CORRECTION, BY PURCHASE OF
SERVICE AGREEMENT OR BY CONTRACT, MAY ARRANGE FOR ANY
PERSON, FIRM, ORGANIZATION, OR GOVERNMENTAL AGENCY TO
FURNISH REHABILITATIVE PROGRAMS AND SERVICES. TO THE
EXTENT PRACTICABLE, THE DIVISION SHALL UTILIZE
APPROPRIATE PROGRAMS AND SERVICES WHICH EXIST IN THE
COMMUNITY.

(F)    EACH COMMUNITY CORRECTION CENTER OPERATED BY
THE DIVISION OF CORRECTION SHALL HAVE A COMMUNITY
INVOLVEMENT BOARD. TWO-THIRDS OF THE MEMBERSHIP OF THE
BOARD SHALL BE APPOINTED BY THE COUNTY COMMISSIONERS OR
BY THE MAYOR OF BALTIMORE CITY OR COUNTY EXECUTIVE WITH
THE APPROVAL OF THE CITY OR COUNTY COUNCIL, AS THE CASE
MAY BE. ONE-THIRD OF THE MEMBERS SHALL BE APPOINTED BY
THE COMMISSIONER OF CORRECTION ON THE BASTS OF THEIR
ACTIVITY IN THE COMMUNITY [[OR]] AND THEIR KNOWLEDGE
RELATING TO CORRECTIONS. THE NUMBER OF MEMBERS WHICH
COMPRISE A COMMUNITY INVOLVEMENT BOARD SHALL BE
DETERMINED BY AGREEMENT BETWEEN THE COMMISSIONER OF
CORRECTION AND THE COUNTY, OR COUNTIES, OR BALTIMORE CITY
SERVED BY THE CENTER. WHERE A CENTER SERVES SEVERAL
COUNTIES, THE NUMBER OF MEMBERS TO BE APPOINTED BY EACH
COUNTY SHALL BE DETERMINED BY AGREEMENT AMONG THE
COUNTIES. THE COMMUNITY INVOLVEMENT BOARD SHALL APPROVE
THE APPOINTMENT OF THE CENTER'S DIRECTOR AND ASSISTANT
DIRECTOR, WHO SHALL BE UNCLASSIFIED EMPLOYEES, AND SHALL
ADVISE THEM ON MATTERS PERTAINING TO THE FACILITY AND ITS
OPERATION. IN APPOINTING THE DIRECTOR OR ASSISTANT
DIRECTOR THE COMMISSIONER SHALL FORWARD THE NOMINEE'S
NAME FOR CONSIDERATION BY THE BOARD. THE BOARD MAY
APPROVE OR DISAPPROVE THAT NOMINEE. IF THE NOMINEE IS
DISAPPROVED, THE COMMISSIONER SHALL FORWARD ANOTHER NAME
FOR THE BOARD'S CONSIDERATION.

(G) THE DIRECTOR OR ASSISTANT DIRECTOR OF A
COMMUNITY CORRECTION CENTER, IN CONFORMITY WITH RULES
PROMULGATED BY THE COMMISSIONER, MAY GRANT AN INMATE THE
PRIVILEGE OF LEAVING THE CONFINES OF THE FACILITY FOR THE
PURPOSE OF EMPLOYMENT OR SEEKING EMPLOYMENT, OR
PARTICIPATING IN EDUCATIONAL PROGRAMS, VOCATIONAL
TRAINING, COMMUNITY AND CIVIC ACTIVITIES, VOLUNTEER WORK,
OR ATHLETIC COMPETITION, OR MAKING PERSONAL OR FAMILY
VISITS. A COPY OF THE TERMS AND CONDITIONS GOVERNING THE
