(House Joint Resolution 10)

A House Joint Resolution concerning

Federal Coal Conversion Act

FOR the purpose of requesting the Maryland Congressional
Delegation to support the Federal Coal Conversion Act
(HR 5146).

WHEREAS, The General Assembly recognizes that the State
of Maryland simultaneously has an abundant supply of coal
that can be used to produce energy to heat buildings and
generate electricity and the technology to maintain air
quality standards should coal burning facilities be
installed in buildings, factories, and electric generating
plants; and

WHEREAS, The United States Congress is currently
considering HR 5146 known as the Federal Coal Conversion
Act, which would require the large industrial firms which
burn oil or gas to produce energy to convert to coal burning
facilities; and

WHEREAS, While we are aware of the problems with the
burning of coal for energy-producing purposes, it appears
that in the near future as much coal as possible will have
to be turned to meet our energy needs, even with the most
spectacular success in conservation, public acceptance of
nuclear power, and the development of solar and other energy
resources; and

WHEREAS, The federal bill contains important provisions
to help offset the high costs of installation of expensive
coal burning and handling equipment, as well as the costs of
the installation of the necessary air pollution control
equipment; and

WHEREAS, Most significantly, the proposed legislation
will provide an excellent stimulus to Maryland's coal
industry, which, in turn, will assist in the improvement of
the State's economic posture; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Congressional Delegation is urged to support the
passage of HR 5146, the Federal Coal Conversion Act; and be
it further

RESOLVED, That a copy of this Resolution be sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Barbara A. Mikulski, Marjorie S.
Holt, Gladys N. Spellman, Goodloe E. Byron, Parren J.
Mitchell, and Newton I. Steers, Jr., House Office Building,
Washington, D.C. 20515.
