52. BIDS AND CONTRACTS

AN ACT to repeal and re—enact Section 52—C of the Code
of Public Local Laws of Allegany County, and to amend the
provisions of Section 52—A of the Code of Public Local Laws
of Allegany County (1963 Edition, and 1973 Supplement, being
Article I of the Code of Public Local Laws of Maryland)
titled "Allegany County," subtitle BIDS AND CONTRACTS to
replace Section 52—C and to amend the provisions of Section
52—A of the Annotated Code of Maryland to read as follows:

"Water Commission"

A PUBLIC LOCAL LAW TO AMEND SECTIONS 631A TO 631-0 OF
THE CODE OF PUBLIC LOCAL LAWS OF ALLEGANY COUNTY (1963
EDITION AND 1973 SUPPLEMENT, AS AMENDED), TITLE "WATER
COMMISSION", BY ADDING THERTO A NEW SECTION 631P, TO
AUTHORIZE, AS AN ADDITIONAL AND ALTERNATIVE MEANS OF
FINANCING PROJECTS OF ALLEGANY COUNTY WATER COMMISSION, THE
ISSUANCE OF BONDS UPON THE FULL FAITH AND CREDIT OF THE
WATER COMMISSION AND THE COUNTY COMMISSIONERS OF ALLEGANY
COUNTY; AUTHORIZING THE ISSUANCE OF TEMPORARY BONDS AND
REFUNDING BONDS; DIRECTING THE COUNTY TO LEVY AND COLLECT,
IF AND WHEN NECESSARY, AD VOLOREM TAXES IN RATE AND AMOUNT
SUFFICIENT TO PROVIDE FUNDS FOR PAYMENT OF THE MATURING
PRINCIPAL OF AND INTEREST ON SUCH BONDS; AND RELATING
GENERALLY TO THE AUTHORIZATION, ISSUANCE, AND SALE OF SUCH
BONDS.

WHEREAS, the Allegany County Water Commission (the
"Commission"), was created by Chapter 507 of the Laws of
Maryland of 1971, codified as Sections 631A to 631-0) of the
Code of Public Local Laws of Allegany County (1963 Edition
and 1973 Supplement) (the "Code") and is authorized, among
other things, to acquire, develop and operate a permanent
water supply which shall include the construction and
operation of plants, systems, facilities and properties used
or useful or having the present capacity for future use in
connection with the supply or distribution of water, and any
integral part thereof, including water supply systems, water
distribution systems, reservoirs, dams, wells, intakes,
mains, laterals, pumping stations, standpipes, tunnels,
filtration plants, purification plants, hydrants, meters,
