NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, in
pursuance of the authority and direction contained in
Section 1 of Article XIV of the Constitution of
Maryland, do, by this, my proclamation, hereby declare
and proclaim that the greatest number of votes having
been cast in favor of Chapters 136, 523, 524, and 610
of the Acts of 1980, and each of them the same as
specifically set forth in said Acts, have been and are
duly ratified by the legal and qualified voters of the
State, and henceforth they, and each of them shall
become parts of the Constitution of the State of
Maryland, as in said Acts specifically set forth; and
in further pursuance of the authority and direction
contained in Section 1 of Article XIV of the
Constitution of Maryland, do, by this, my proclamation,
hereby proclaim and declare that the greatest number of
votes having been cast against the adoption of Chapter
630 of the Acts of 1980, the same has failed of
ratification.

CALLING SPECIAL PRIMARY AND SPECIAL ELECTION

TO FILL A VACANCY IN THE 97TH CONGRESS

OF THE UNITED STATES OF AMERICA,

OCCASIONED BY THE RESOLUTION OF

THE UNITED STATES HOUSE OF REPRESENTATIVES

DECLARING THE SEAT OF

THE HONORABLE GLADYS NOON SPELLMAN

VACANT

WHEREAS, By means of House Resolution 80 adopted on
February 24, 1981, the United States House of
Representatives declared vacant the seat of The
Honorable Gladys Noon Spellman, representative in the
97th Congress of the United States of America from the
Fifth Congressional District of the State of Maryland,
thus creating a vacancy in the 97th Congress of the
United States of America in the said Fifth
Congressional District of Maryland; and

WHEREAS, It is necessary that a representative in the 97th
Congress from the Fifth Congressional District of the
State of Maryland be chosen before the regular time for
the election of such representative in order to fill
the vacancy thus occurring as a result of the
declaration of such vacancy;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
