proliferation and distribution of such items constitutes a
public nuisance and a threat to the public peace, health,
safety, welfare and property of the citizens of this County;
and

WHEREAS, the County Council finds that the
proliferation of such items promotes the glamourization of
illegal drug use and illegal drug use among school age
children in this county.

Bill No. 179-79

AN EMERGENCY ORDINANCE to repeal and reenact, with
amendments, Section 12-2002(4) of the Anne Arundel
County Code (1967 Edition and Supplements), Title 12,
"Licenses, Permits and Franchises", Subtitle 20,
"Grading and Sediment Control", to clarify the exception
for a refuse disposal area or sanitary landfill from the
requirement to obtain a grading permit.

Effective Date January 22, 1980.

AN ORDINANCE to add new Section 17-909 to the Anne Arundel
County Code (1967 Edition and Supplements), Title 17,
"Taxation", Subtitle 9, "Waterways Improvement
Districts", to follow immediately after Section 17-908
thereof, to create the Lake Hillsmere Waterway
Improvement District; to set forth the purposes of said
district; and matters generally related thereto.

WHEREAS, Pursuant to the provisions of Section 17-900
et seq. of the Anne Arundel County Code, owners of property
abutting Lake Hillsmere have submitted a petition to the
County Executive and County Council requesting the creation
of a waterway improvement district to permit the channel of
the lake to be dredged; and

WHEREAS, the supervisor of assessments has certified
that the petition contains the signatures of 85.7 percent of
the owners of properties proposed to be included within said
district; and

WHEREAS, the Department of Natural Resources has
recommended the creation of the Lake Hillsmere Waterway
Improvement District; and

WHEREAS, the Department of Natural Resources will
provide to Anne Arundel County, through the Waterway
