promotional strategies, the use of community based
organizations to maximize outreach, provisions to assure the
process for requesting audits is readily accessible and
understandable to customers, audit follow-up on actions
taken by customers conducted by the utilities, specific
provisions for reaching low-income, elderly, and rental
customers, and further reasonable steps that would promote
maximum energy conservation through the Residential
Conservation Service program; and (3) to examine the
cost-effectiveness of utility financing, at low or no
interest, of the installation through utilities of energy
conservation materials and alternative energy devices,
including solar devices, in customers' residences, and that
this cost-effectiveness calculation include available tax
incentives, whether federal, State, or local, for energy
conservation or installation of alternative energy devices;
and be it further

RESOLVED, That the Public Service Commission and the
Maryland Energy Office report its findings and
recommendations to the General Assembly by January 1, 1983;
and be it further

RESOLVED, That copies of this Resolution be forwarded
to Thomas J. Hatem, Chairman, Public Service Commission,
American Building, 231 East Baltimore Street, Baltimore, Md.
21202 and Donald E. Milsten, Director, Maryland Energy
Office, 301 West Preston Street, Suite 903, Baltimore, Md.
21201.

A House Joint Resolution concerning

Denial of Tax Exempt Status to Racially
Discriminatory Private Schools

FOR the purpose of urging the Maryland Congressional
Delegation to take the necessary steps and support or
initiate appropriate legislation or resolutions to
continue to deny the privilege of tax exempt status to
racially discriminatory private schools or other
organizations that support racial discrimination.

WHEREAS, The Constitution and laws of the United States
and of this State prohibit racial discrimination in all its
forms and provide that it is unlawful and unconstitutional
for government to act in any manner that may promote or
support racial discrimination; and
