2252                                   JOINT RESOLUTIONS RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor appoint an Export Trade Task Force to evaluate the
appropriate role of the State of Maryland under the Export
Trading Company Act of 1982 in regard to the creation, financing, and servicing of potential export trading companies and associations in our State, including the organization and ownership of export trading companies by the State and its
agencies and other forms of participation in export trading
activities by the State, by holding hearings and meetings, and by consulting with appropriate Maryland labor, business, and professional entities; and be it further RESOLVED, That the Governor designate a Chairman of the
Export Trade Task Force from its membership which shall include a
designee of the Secretary of the Department of Economic and Community Development, a designee of the Department of Transportation, the Maryland Bank Commissioner, 5 members representing the interests of private industrial labor and
professional organizations, 3 members representing the interests
of the Maryland financial community, 2 members representing the
consuming public, a designee of the Speaker of the House of Delegates, and a designee of the President of the Senate. The Task Force shall meet regularly to fulfill the mandate of this
Resolution and report to the Governor and the General Assembly on
or before December 31, 1983, and be it further RESOLVED, That the Secretary of the State Department of
Economic and Community Development shall provide staff support to
the Task Force; and be it further RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor, and to the Honorable Lorraine
M. Sheehan, Secretary of State. World Trade Efforts Commission FOR the purpose of requesting the establishment of a World Trade
Efforts Commission to study how to develop a State and
private cooperative effort to improve world trade efforts in
Maryland; and requiring the Commission to evaluate the
appropriate role of the State under the federal Export
Trading Act of 1982. WHEREAS, State governments are expanding their role as
facilities of export expansion; and WHEREAS, Knowledge of proven techniques to improve world
trade should be circulated among state agencies, state trade
specialists, state and local chambers of commerce, world trade
associations, industry trade associations, and port authorities;
and WHEREAS, Maryland must develop trade activities tailored to
its own import and export strategies; and
