11-206. ANNUAL REPORT.

(A)  REQUIRED.

ON OR BEFORE JANUARY 15 OF EACH YEAR, THE COUNCIL SHALL
SUBMIT AN ANNUAL REPORT:

(1)  TO THE GOVERNOR; AND

(2)  SUBJECT TO § 2-1312 OF THIS ARTICLE, TO THE
GENERAL ASSEMBLY.

(B)  CONTENTS.

THE ANNUAL REPORT SHALL DESCRIBE THE ACTIVITIES OF THE
COUNCIL AND MAKE ANY RECOMMENDATIONS THAT THE COUNCIL CONSIDERS
APPROPRIATE.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 78A, §
57A(e)(5).

In subsection (a)(2) of this section, the introductory
phrase, "subject to § 2-1312 of this article," is
added for clarity.

11-207. POWERS AND DUTIES OF COUNCIL AND MEMBERS.

(A)  REVIEW AND DISCUSSION OF PERMIT PROBLEMS.

THE COUNCIL SHALL REVIEW AND DISCUSS PROBLEMS IN CONNECTION
WITH THE ISSUANCE OF DEVELOPMENT PERMITS BY LOCAL GOVERNMENTS OR
STATE UNITS, INCLUDING MATTERS OF DELAY, ARBITRARINESS, OR
UNREASONABLENESS.

(B)  INFORMATION ON PERMIT SITUATIONS.

A MEMBER OF THE COUNCIL MAY INFORM THE SECRETARY OF ECONOMIC
AND COMMUNITY DEVELOPMENT OR THE COORDINATOR ABOUT ANY SITUATION
RELATED TO THE ISSUANCE OF A DEVELOPMENT PERMIT THAT MAY REQUIRE
REVIEW OR ACTION.

(C)  ENCOURAGEMENT OF PARTICIPATION OF STATE UNITS.

THE COUNCIL SHALL ENCOURAGE STATE UNITS TO PARTICIPATE IN
THE INQUIRIES AND DELIBERATIONS OF THE COUNCIL.

(D)  LIAISON WITH LOCAL GOVERNMENT.

EACH APPOINTED MEMBER OF THE COUNCIL SHALL:

(1) SERVE AS LIAISON WITH THE LOCAL GOVERNMENTS IN
THE MEMBER'S DISTRICT; AND
