B.  Assisting in the continued recruitment and
involvement of professional athletes through:

1.  Contacts both locally and nationally; and

2.  Personal appearances.

C.  Providing athletic opportunities as  preventive and
rehabilitative measures in concert with schools,
Juvenile Services Administration facilities and
communities by:

1.  Designing, conducting training clinics from
various sports including football, basketball,
baseball, soccer, ice hockey, track and
tennis;

2.  Coordinating training clinics with physical
education teachers, recreational personnel and
community recreation center directors;

3.  Arranging for the attendance at athletic
contests, athletic events and athletic
practice sessions; and

4.  Promoting participation of young people
through personal appearances at schools,
institutions, and recreational centers.

III. Composition

The Council is established as follows:

A.  The Council shall consist of not more than 30
members;

B.  The Governor shall designate the Chairman of the
Council from among the members appointed;

C.  The term of a member is four years. In the case
of a vacancy, the Governor shall appoint a
successor for the remainder of the unexpired term.
Membership terms shall be staggered as established
during the initial appointments;

D.  The Governor may remove any member of the Council
for any cause adversely affecting the member's
ability or willingness to perform his or her
duties;
