HARRY HUGHES, Governor

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Commission on the family, to
study the effect of State policies and governmental actions on
families, and to propose legislation to support and strengthen
the family; and be it further

RESOLVED, That the Commission examine the State tax code and
recommend revisions as necessary to reflect the State's strong
support of the family; and be it further

RESOLVED, That the Commission investigate current licensing
standards for child day-care facilities as well as certification
of day-care providers and will recommend any changes necessary
to assure the welfare of the children of this State; and be it
further

RESOLVED, That the Commission examine innovative

partnerships between government and the private sector, to assist
low-income families in paying for child care, and to provide
start up funds for new child-care facilities; and be it further

RESOLVED, That the Commission study alternatives for
relieving the impact of poverty on children; and be it further

RESOLVED, That the Commission examine the State government's
effect on the full range of family problems, and will recommend
improvements in State services for families including prenatal,
neonatal, and infant care services, and special services for
single parent families, families caring for elderly and dependent
members in the home, and families in crisis; and be it further

RESOLVED, That the Commission on the family be composed of:

(1)   2 members of the House of   Delegates, appointed by
the Speaker of the House, 2 members of   the Senate of Maryland,
appointed by the President of the Senate,   and 5 members appointed
by the Governor; and

(2)   A nonvoting representative of the Department of
Health and Mental Hygiene, appointed by the Secretary of the
Department of Health and Mental Hygiene; a nonvoting
representative of the Maryland State Department of Education,
appointed by the State Superintendent of Schools; a nonvoting
representative of the Office of Aging, appointed by the Director
on Aging; a nonvoting representative of the Office for Children
and Youth, appointed by the Director of the Office for Children
and Youth; a nonvoting representative of the Office of the
Comptroller, appointed by the Comptroller of the Treasury; and a
nonvoting representative of the Department of Human Resources,
appointed by the Secretary of the Department of Human Resources;
and be it further

RESOLVED, That the Governor designate the Chairman of the
Commission; and be it further
