JOINT RESOLUTIONS

Department of Natural Resources are requested to give consideration to contamination of
groundwater and municipal water supplies from pesticides and other chemicals used in
agricultural operations in their testing and reports on the development and
implementation of a comprehensive groundwater protection strategy and on the continued
monitoring efforts of State agencies on groundwater protection and supply; and be it
further

RESOLVED, That the monitoring and testing in this area be conducted in every
county in th
e State, except Baltimore City, for pesticides and other chemicals used in
agricultural operations that the agricultural extension agent in the county advises are being
most widely used in the county; and be it further

RESOLVED, That factors such as soil capabilities and leachability, toxicity, and
half lif
e be given the highest priority in considering and determining which pesticides are
to be tested in which agricultural production areas, and that those toxic pesticides that are
teachable or have long half lives be monitored more frequently; and be it further

RESOLVED, That the Department of the Environment and the Department of
Agriculture continue to collect information and report on the pesticides in predominant
usage in each county; and be it further

RESOLVED, That the Department of the Environment establish a pilot program in
the State to monitor and test surface and groundwaters for pesticides and other chemicals
predominantly used in agricultural operations; and be it further

RESOLVED, That the Department of the Environment continue to work in
conjunction with the Environmental Protection Agency and the United States Geological
Survey in conducting the National Pesticide Survey in the Coastal Plains area of the United
States to develop statewide monitoring which will consider such factors as soil capabilities
and leachability, toxicity, and half-life in determining which pesticides are to be tested in
which agricultural production areas; and be it further

RESOLVED, That copies of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable Martin W. Walsh, Jr., Secretary of the
Environment, 5th Floor, 201 West Preston Street, Baltimore, MD 21201; the Honorablo
Torrey C. Brown, M.D., Secretary of Natural Resources, Tawes State Office Building, 580
Taylor Avenue, Annapolis, MD 21401;
and the Honorable Wayne A. Cawley, Jr., Secretary
of Agriculture, 50 Harry S. Truman Parkway, Annapolis, MD 21401.
