1994 LAWS OF MARYLAND

(c) (1) [The] AFTER THE RETIREMENT OF ALL REVENUE BONDS
ISSUED FOR THE LAW ENFORCEMENT DRIVER TRAINING FACILITY, THE
Department of Public Safety and Correctional Services shall include in its annual operating
and capital budget requests an itemized list of requests for the use of any available money from
the Fund.

(2) The Department's list shall include a brief description of each project, an
estimate of its cost, and the benefits to be derived.

(d) (1) UNTIL THE RETIREMENT OF ALL REVENUE BONDS ISSUED IN
CONNECTION WITH THE LAW ENFORCEMENT DRIVER TRAINING FACILITY,
THE FUND MAY BE USED ONLY TO PAY THE INTEREST AND PRINCIPAL OF
SUCH BONDS, THE FISCAL AGENCY CHARGES FOR PAYING THE PRINCIPAL
AND INTEREST AND ANY PREMIUM ON THE BONDS.

[(1)](2) Disbursements from the Fund shall supplement and may not be a
substitute for any funds designated in the State budget for assistance to State and local
jurisdictions for law enforcement and correctional training purposes.

[(2)](3) Moneys from the Fund may not be used to supplant the budget of the
Police and Correctional Training Commissions.

(e) This section may not be construed to prohibit the Fund from receiving funds from
any other source.

Article - Courts and Judicial Proceedings

7-301.

[(f) Beginning July 1, 1998, the Comptroller shall no longer pay into the Law
Enforcement and Correctional Training Fund one third of all court costs collected by the
District Court under § 7-301(a) and (b)(1) of this article.]

SECTION 15. AND BE IT FURTHER ENACTED, That the Laws of Maryland read
as follows:

Chapter 204 of the Acts of 1993

SECTION 5. AND BE IT FURTHER ENACTED, That, for Fiscal Year 1994,
notwithstanding any other provision of law or any provision of Senate Bill 463 as enacted at
the 1994 Session, on or before June 30, 1994, the Governor shall transfer to the General
Fund [:

(a)     $5,000,000 of the funds in the account of the Law Enforcement and Correctional
Training Fund established under Article 41, § 4-1301 of the Code; and

(b)] $337,000 of the funds in the account of the Environmental Trust Fund established
under § 3-302 of the Natural Resources Article.

SECTION 16. AND BE IT FURTHER ENACTED, That:

(A) To the extent that estimated funds in the Law Enforcement and
Correctional Training Fund as of July 1, 1995 and any capital funds
