(2)     Authorization from the credit card issuer as to the availability of credit is
not required by the issuer to complete the credit card transaction; or

(3)     The person processes credit card transactions by mailing transaction
forms to a designated bankcard center for settlement.

(C) AS A CONDITION OF A PERSON ACCEPTING A CREDIT CARD OR DEVICE AS
PAYMENT FOR CONSUMER CREDIT, GOODS, REALTY, OR SERVICES, A PERSON MAY
REQUEST THAT THE CREDIT CARD HOLDER DISPLAY A FORM OF IDENTIFICATION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 336.

This bill would add two members to the State Board of Examiners of Nursing Home
Administrators, provide additional restrictions as to who may serve in the capacity of
nursing home administrator, provide additional restrictions relating to education
requirements, and increase the fine for licensee violations.

House Bill 461, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 336.

AN ACT concerning

State Board of Examiners of Nursing Home Administrators

FOR the purpose of altering the composition of the State Board of Nursing Home
Administrators; specifying that the Chairman of the Board, with the consent of the
Board, appoints the executive director; specifying that the executive director may
not be a member of the Board, serves at the pleasure of the Board, and is the
executive officer of the Board; altering certain provisions relating to who may serve
in the capacity of a nursing home administrator if a licensee leaves or is removed
from a position as a nursing home administrator; altering certain provisions relating
