VETOES

This bill would extend the exemption from mandatory kindergarten for children enrolled
in licensed child care centers, registered family day care homes, or Head Start programs
from July 1, 1994 to July 1, 1997, and alter the date by which the Maryland State
Department of Education is required to submit a report on the impact on student
readiness due to exemptions to mandatory kindergarten.

House Bill 815, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 339.

AN ACT concerning

Education - Mandatory Kindergarten - Exemptions - Continuation

FOR the purpose of extending the termination date on certain provisions of law relating
to certain exemptions from attending kindergarten for children enrolled in licensed
child care centers, registered family day care homes, and Head Start five year old
programs; altering a certain date by which the State Department of Education must
report on the readiness of children enrolled in certain child care programs to enter
first grade; correcting an obsolete reference to a certain standing committee of the
General Assembly; altering certain school years for which certain information must
be reported; providing for the effective date of this Act; and generally relating to
the continuation of exemptions from attending kindergarten for children enrolled in
licensed child care centers, registered family day care homes, and Head Start five
year old programs.

BY repealing and reenacting, with amendments,

Chapter 463 of the Acts of the General Assembly of 1991
Section 2 and 3

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Chapter 463 of the Acts of 1991

SECTION 2. AND BE IT FURTHER ENACTED, That the State Department of
Education shall submit a report on the effect of exempting a 5 year old child from
kindergarten if the child is enrolled full-time in a licensed child care center or registered
family day care home or part-time in a Head Start 5 year old program, on or before [July
1, 1994] OCTOBER 1, 1996 to the Senate Economic and Environmental Affairs Committee
and the House [Constitutional and Administrative Law] WAYS AND MEANS Committee.
The report shall contain information on the number of 5 year old children enrolled
full-time in a licensed child care center or registered family day care home or part-time
in a Head Start 5 year old program for the school years 1992 1993 1994-1995 and
