(VII) ONE SHALL REPRESENT THE HEALTH CARE ACCESS AND COST
COMMISSION.

(3)     THE TERM OF A MEMBER IS 4 YEARS.

(4)     THE GOVERNOR SHALL DESIGNATE A MEMBER AS CHAIRMAN OF
THE ADVISORY COMMITTER

(5)     THE ADVISORY COMMITTEE SHALL DETERMINE THE TIMES AND
PLACES OF ITS MEETINGS.

(6)     STAFF FOR THE ADVISORY COMMITTEE SHALL BE PROVIDED BY
THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE, THE HEALTH CARE ACCESS
AND COST COMMISSION, AND THE MARYLAND INSURANCE ADMINISTRATION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1996.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1416.

This bill allows the Board of License Commissioners for Baltimore County to authorize
the transfer of a certain number of alcoholic beverages licenses from District 15 into the
Owings Mills Town Center and convert them to Class B licenses. This bill also establishes
provisions relating to the transfer and conversion of licenses.

Senate Bill 773, which was passed by the General Assembly and signed by me on May 14,
1996, accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1416.
