FOR the purpose of proposing amendments to the Constitution of Maryland
authorizing the Chief Judge of the Court of Appeals to assign under certain
conditions a retired judge of the Circuit Court for Montgomery County to do an
act that a judge of the Orphans' Court for Montgomery County is authorized to
perform; authorizing the Chief Judge to assign under certain conditions a
retired judge of the Circuit Court for Harford County to do an act that a judge of
the Orphans' Court for Harford County is authorized to perform; making
stylistic changes; and submitting this amendment to the qualified voters of the
State of Maryland for their adoption or rejection.

And it is hereby certified that at said election, 798,217 votes were cast for the
adoption of said Chapter 323 and 307,412 votes were cast against the adoption of said
Chapter 323, the said Chapter 323 of the Acts of 1998 has therefore been ratified.

GIVEN Under My Hand and the Great Seal of Maryland, Done at the City of
Annapolis, this 30th day of November, In the Year of Our Lord, One Thousand Nine
Hundred and Ninety-eight.

STATE ADMINISTRATIVE BOARD OF ELECTION LAWS

ANNAPOLIS, MARYLAND

Pursuant to the provisions of Section 23-11 of Article 33 of the Annotated Code
of Maryland, the State Administrative Board of Election Laws does hereby certify
that at the Special Election held in Carroll County on May 2, 1998, an Act known as
Chapter 524 of the Acts of 1997 (House Bill 1170, Question No. 1) was submitted to
the voters of Carroll County in accordance with the provisions of Chapter 524 of the
Acts of 1997, said Act being as follows:

AN ACT concerning

Carroll County - Board of County Commissioners - Composition

FOR the purpose of increasing the number of members on the Board of County
Commissioners of Carroll County; specifying that the Commissioners are to be
elected at large; submitting this Act to a referendum of the legally qualified
voters of Carroll County; providing for the effect of a possible contingency;
providing for the application of this Act; making a stylistic change; and generally
relating to the membership of the Board of County Commissioners of Carroll
County.
