Section 1(3)(A)(12)
(a) Headquarters:
A Juvenile Services Capital Project Fund shall be established for
proposed projects of the Department of Juvenile Services. The
Department of Juvenile Services shall develop a facility plan that
projects capital requirements for fiscal years 1992 through 1996.
Appropriations may not be expended from the Fund prior to
review and comment on the plan by the budget committees, or the
passage of 90 days from the receipt of the plan. THIS
AUTHORIZATION SHALL NOT TERMINATE BEFORE
JUNE 1, 1994. FURTHER PROVIDED THAT FUNDS MAY BE
EXPENDED FOR A JUVENILE DETENTION CENTER IN
BALTIMORE CITY WITHOUT THE APPROVAL OF A
MASTER FACILITIES PLAN. HOWEVER, NO FUNDS MAY
BE EXPENDED UNTIL A SITE HAS BEEN SELECTED AND
AN APPROVED PROGRAM PLAN HAS BEEN SUBMITTED
TO THE BUDGET COMMITTEES AND THE COMMITTEES
HAVE REVIEWED AND COMMENTED ON THE PLAN
INCLUDING THE SITE SELECTION, OR 45 DAYS HAVE
ELAPSED FROM THE DATE THE PLAN IS RECEIVED BY
THE COMMITTEES......................................................................... 2,260,000

(c) General:
(viii) (1) Provide a grant to the City of Annapolis for construction of a
parking facility at Gott's Court in Annapolis (Anne Arundel
County), provided that the State funds shall not exceed the lesser
of this appropriation or one-third of the construction cost of the

(2) PROVIDE A PORTION OF THE FUNDS TO RENOVATE
THE O'CONOR BUILDING AND GARAGE............................... 400,000
(d) Judiciary/Multiservice Centers:
(i) Acquire land and prepare detailed plans for construction of an
Annapolis District Court/Multiservice Center (Anne Arundel
County) within a 5-mile radius of Annapolis. Provided that no
funds may be expended EXCEPT FOR PROPERTY
