William and Mary by the Grace of God etc
To our Trusty and welbeloved Lionel Copley Esqre Greet-
ing, Whereas by reason of great neglects and miscarriages in
the Government of Our Province and Territory of Maryland
in America, the same is fallen into disorder and confusion, by
means whereof not only the publick Peace and Administration
of Iustice (whereby the properties of Our Subjects should be
preserved there) is broken and violated, but also there is an
utter want of Provision for the Guard and Defence of the said
Country against our Enemies, and thereby the same is exposed
and like to be lost from the Crown of England. And whereas
Our said Province and our good subjects the Inhabitants
thereof cannot be defended and secured by any other means
than by our taking the Government thereof into our hands
and into our immediate Care. We therefore reposing espe-
ciall Trust and confidence in the Prudence Courage and Loy-
alty of you the said Lionell Copley, out of our especiall Grace,
certain knowledge and meer motion, Have thought fit to con-
stitute and appoint and by these Presents do constitute and
appoint you the said Lionel Copley to be our Captain Generall
and Governor in Chief in and over our said Province and Ter-
ritory of Maryland in America. And We do hereby require
and Command you to do and execute all things in due
manner that shall belong unto your said Command and the
Trust we have reposed in you, according to the severall Pow-
ers and Directions, Granted or appointed you by this present
commission and the Instructions herewith given you or by
such further Powers, Instructions or Authorities as shall at any
