And be it further Enacted by the Authority Advice and
Consent aforesaid that if the Principall Vestryman and four of
his brethren shall neglect to transmitt a Copy of such account
as aforesaid before the tenth day of March as aforesaid yearly
and every year they shall forfeit and pay to our Sovereign
Lady the Queen her heires and Successors the Sume of one
thousand pounds of Tobacco one half to her Majesty for Sup-
port of the Government the other half to the Informer or him
or them that will sue for the same to be recovered by accon of
Debt bill plaint or Information in any Court of Record of this
Province wherein no Essoyn proteccon or Wager of Law to
be allowed.

On behalf of her Maty &c. I will this be a Law

> An Act directing the Manner of Electing and Sumoning Dele-
gates and Representatives to serve in Succeeding Assemblys.

Forasmuch as the Cheifest and only ffoundation and Support
of any Kingdom State or Comonwealth is the providing
Establishing and Enacting good and wholesome Laws for the
good rule and Government thereof and also upon any neces-
sary and Emergent occasion to raise and Levy money for the
defraying the Charges of the said Government and defence
thereof neither of which according to the Constitution of this
Province can be made ordain'd Establishd or raised but by
and with the Consent of the ffreeman of this Province by their
severall delegates and Representatives by them freely nomi-
nated Chosen and Elected to serve for their Severall Citys and
Countys in a Generall Assembly. And for as much as the Safest
and best rule for this Province to follow in Electing such Dele-
gates and Representatives is the presidents of the proceedings
in Parliaments in England as near as the Constitution of this
Province will Admitt. The Governour Councill and Delegates
of this present generall Assembly do humbly pray that it may
be enacted and
Be it enacted by the Queens most excellent Majesty by &
with the Advice and Consent of her Majestys Governour
