11. That Encouragement be given to the Inhabitants of
this Province to Supply the same with Rum &c by Exempting
them being owners of Vessels (tho not Country built) from
the payment of the Duty of three pence p Gallon
12. That a Law be made by the Assembly to prevent the
importation by Land of rum, wine, strong Liquors, beer, bread,
flour, and Horses from Pensilvania & that Encouragement be
given to Tillage by the Inhabitants
13. That this Province do throughly acquaint themselves
with the motions of the Piscattaway or Accokick Indians who
do not pay their Tribute as usual & take such methods upon
the Report of these Indians now Joining the Senecas in order
to war with the Tuskaroras both to discover their Strength
and Alliances & Likewise to provide for the better Security
of this Province and that all Alliances be settled with our
neighbour Indian
14. I hat Six County Courts in one year are thought too
many and therefore burthensome and Cause great County
Levys And whereas there being but two Provincial Courts in
the year the Delay of Justice is complained of, It is proposed
whether it would not be of Advantage to the Province and
the Trade thereof that in every year there be held four
Provincial Courts two for tryal and two for appearances all
which Courts would not continue much longer or be of much
greater Charge than the two at present now are and whether
the sitting of the County Courts Justices might not be better
regulated by taking Turns four at a Time being enough to
hold a Court Whereas there are Sometimes twelve at once
upon the Bench. That the Extravagancy of their Jurisdiction
be reasonably Limitted as to the sum and that Execution be
not limitted or stayed until after the tenth of May Yearly.
15. That the Act of Assembly for pleading Discount in
barr be Explained by some publick Vote or resolve of the
House being wofully mistaken by the Justices in Several
County Courts by which Practices it is feared that many Per-
jurys are introduced
16. That effectual measures be taken by this Assembly to
oblige Coopers and others setting up Tobo Casks to comply
with and not exceed the Act of Assembly in the tare of those
Casks which are grievously Complained of by several Masters
of Ships and destructive to Trade Owners and Builders of
Vessels not knowing how to regulate them for Stowage and
by which means also her Majesties Governour is defeated of
great Part of the Revenue by the Act of Assembly and her
Majesties royal Instructions designed and alotted him.
17. That the Limitation of Actions on accounts is too
short so that the Creditor cannot be Civil to his Debtor for
