III. And be it further Enacted, by the Authority, Advice
and Consent aforesaid, That if any Victualler, or Keeper of
any Public House as aforesaid, shall entertain or harbour any
Sailor or Seaman, without Licence from the Master or Com-
mander of the Ship or Vessel to which he belongs, to the
Delay or Hinderance of the Business of such Ship or Vessel,
or the Commanders thereof, such Victualler, or Keeper of a
Public House, or House of Entertainment, shall be liable to
and incur the Pains and Penalties in the Act of Assembly of
this Province inflicted on such as entertain or deal with Ser-
vants; any Law, Statute, Usage or Custom to the contrary
notwithstanding.

IV. Provided, That this Act, or any Thing therein con-
tained, shall not extend to the Master, or Chief Mate of any
Ship or Vessel.

An Act for settling Baltimore County Court, at the new
Court house at Joppa.

(1.) It being enacted by the Supplementary Act for the
Advancement of Trade 1707, ch. 16, That the Place appointed
for a Town on Gunpowder River, on a Tract of Land called
Forster's Neck, should be deserted; and in lieu thereof, 50
Acres of Land on a Tract on the said River, belonging to
Anne Felks, called Taylor's Choice, should be erected into a
Town, and the Court-house of the said County should be
built there, And no other Provision being made for building
the said Court-house than what was contained in the said
Act, which is not now in Force; and the Commissioners of
the said County having proceeded towards building of the
said Court-house, according to the said Act, before the Dis-
sent of her Majesty to the said Act was known; and since
that Time have nearly finished the same: It is therefore
Enacted, (2.) That Baltimore County Court shall be from
henceforth held at the said House, now built at the said Town
of Joppa, and not elsewhere: And that the same House be,
to all Intents, Constructions and Purposes, adjudged, used,
reputed and taken, as the proper Court-house of Baltimore
County. And (3.) That all those Lots of Land laid out by
virtue of the said Act, for Towns, for the Public Use, shall
be, and is hereby declared to be and remain, to and for the
same Uses and Intents the same was at first laid out for.
