Maryland ss.

At the Council in the General Assembly held by Proroga-
tion at the City of Annapolis on Tuesday the fifth of October
in the thirteenth year of the Reign of our Sovereign Lady
Ann of Great Brittain France & Ireland Queen Defender of
the Faith &c Annoq Domini, 1714

Present

His Excellcy John Hart Esqr Governeur in Chief of this
Province

Edwd Lloyd Esqr Lt Col Saml Young
The Honble Col Wm Holland Lt Col Tilghman &
Col Wm Coursey Lt Col Addison

Col Thos Ennalls having desired to be excused for not
attending at this Session by reason of his Indisposition of
Health his Excuse was allowed of.
This being the day appointed for the meeting of the Gen-
eral Assembly according to the prorogation on the third of
July last Lt Col Matthew Tilghman Ward Lt Col John Macall,
Major Thos Sprigg and Mr Samuel Worthington came from
the House of Delegates & acquainted his Excellency that their
Members were met Sufficient to make up their House and
that they waited his Excellency's Commands

The Honble Col Lloyd & Lieutt Col Addison were ordered
by his Excellency to let Mr Speaker & the Delegates know he
was in the Council Chamber where He expected their Attend-
ance
The said Gentlemen returned & said they had delivered
their Message
Mr Speaker & the Delegates came & attended his Excellcy
in Council where he was pleased to bespeak them as follows
Viz.

Gentlemen of the Council & Gentlemen of the House of
Delegates

I am commanded by her Majesty to revise the Laws of this
Province to which I desire your Assistance in the most expedi-
tious manner conveniently may be in order to render so useful
a work of as little Expence as possible to the Country
Whatever Indulgence you may reasonably expect from
England in favour of the Tobo Trade there will still remain
