Thursday 18th July 1782
Archibald Colder of Annapolis is appointed to provide Quarters
for the French Army, on their March through, and during their
Stay in this State and to procure Waggons, Carts, Teams and
Drivers, Vessels and hands for the Carriage and Transportation of
their Baggage through the State.
Ordered that the western shore Treasurer pay to Archibald Colder
fifteen Pounds specie on Account.
That the said Treasurer pay to Stephen Boone fifteen Pounds
one shilling and ten pence specie agreeable to the "Act to adjust the
Debts due from this State " per Certificates adjusted and passed.

That the said Treasurer pay to Colo Uriah Forrest ninety one

Pounds specie for the like sum paid to the Treasurer by him for
Caution Money as appears by a Certificate.
That the said Treasurer pay to William Slade sixty three Pounds
specie for the like Sum paid into the Treasury by him for Caution
Money as appears by a Warrant.
That the said Treasurer pay to Stephen Boone fifteen Pounds, one
shilling and ten Pence of the Bills emitted under the Act for the
Emission of Bills of Credit &ca due on a Certificate issued agreeable
to the "Act to adjust the Debts due from this State."
That the Issuing Commissary deliver to Mary Holder, rations
until she can make Application to the Orphans Court of Charles
County in August next for Support.
The following Certificate was granted to Capt Simon White of the
Schooner Harliquin.

William Taylor having made Application to the Board for a
Commission of Letters of Marque and Reprisal for the Schooner
Harliquin belonging to Daniel Bowly and William Taylor of Balti-
more commanded by Simon White, of the burthen of eighty eight
Tons, mounting six Carriage Guns navigated with twenty eight
men and the said Simon White, Captain of the said Schooner having
given Bond with Sufficient Security in the usual form, and the
Owners and Captain having paid all the Fees of Office, and Complied
with all other Requisites and there being no blank Commissions

issued by Congress now in the Possession of this Board. We have
at the earnest Solicitation of the said Owners and Captain made this
Certificate, and to obviate the Difficulties and Inconveniences which
might otherwise arise from the said Vessel's Sailing without a Com-
mission We do hereby give full Power and Authority to the said
Captain and Crew to seize and make Prize of any Vessel and Cargo,
which might or would be subject to seizure and Capture under a
Regular Commission issued by Congress and that all such Captures
and Seizures ought and shall be as good and effectual to every Intent
and Purpose as if the same had been made under such regular Com-
mission.
