tion before the King & Council, which has been sometimes done, but
as there has not been one Appeal to the Sovereign in more than Ten
Years the presumption must be that the Parties have been satisfied
of the Justice & Rectitude of the Judgments given in Maryland; &
whatever Apprehensions the Querist judging of others Hearts by
his own & thereon making Calculations of Chances might have enter-
tained lest the Gentlemen in whom the Lord Proprietary has placed
a Confidence should abuse the power entrusted to them, a single
Instance cannot be mentioned by him of such Abuse

APRIL 4, 1762

[THIS VERY RARE ANONYMOUS CONTEMPORARY PAM-
PHLET, "REMARKS UPON A MESSAGE", WHICH WAS SENT
BY THE UPPER HOUSE TO THE LOWER HOUSE ON APRIL
24, 1762, WAS PRINTED IN 1764. ITS LONG FULL TITLE IS
GIVEN BELOW. IT IS REPRINTED IN ITS ENTIRETY HERE
BECAUSE IT RELATES ALMOST EXCLUSIVELY TO GENERAL
ASSEMBLY AFFAIRS FOR THE 1762-1765 PERIOD. IT PRE-
SENTS IN VIGOROUS LANGUAGE THE ATTITUDE OF THE

ANTI-PROPRIETARY MAJORITY IN THE LOWER HOUSE
TOWARDS THE PROPRIETARY GOVERNMENT, AS REPRE-
SENTED BY GOVERNOR SHARPE AND THE UPPER HOUSE,

UPON ALL THE MORE IMPORTANT CONTROVERSIAL QUES-
TIONS AT ISSUE BETWEEN THE TWO HOUSES OF THE As-
SEMBLY. THE READER IS REFERRED TO A RATHER FULL
DISCUSSION OF THE PAMPHLET, ITS PROBABLE AUTHORSHIP
AND PLACE OF PUBLICATION, AND ITS CONTENTS, WHICH
WILL BE FOUND ON PAGES lxx-lxxii OF THE INTRODUC-
TION TO THIS VOLUME. BECAUSE THERE ARE ONLY THREE
KNOWN COPIES OF THIS PAMPHLET, ONE IN THE MARY-
LAND HISTORICAL SOCIETY, ONE IN THE MARYLAND
DIOCESAN LIBRARY, AND ONE IN THE PENNSYLVANIA
HISTORICAL SOCIETY, AND BECAUSE OF ITS HISTORICAL
INTEREST, ITS REPRINTING SEEMS ADVISABLE. WHILE AS
REPRINTED HERE THE FORMAT OF THE PAMPHLET IN
GENERAL HAS BEEN FOLLOWED, NO ATTEMPT HAS BEEN
MADE TO REPRODUCE THE VARIOUS TYPES USED, NOR HAS
